No, it is not the same as eye bags. Puffy eyes means there are excess fluid in the soft tissues surrounding the eyes. They are mainly caused by allergy, inflammation or irritation. At the same time, crying, lack of sleep or excessive rubbing of the eyes also can cause puffy eyes. One or both eyes could be puffy, and the puffiness may be accompanied by redness, pain, itching, excessive tear production, or other types of discharge from the affected eyes.

Of course, puffy eyes are different from eye bags. First you should know that eye puffiness is a type of fluid build-up, which is also known as dropsy in the tissues around your eyes. In many cases, we can also call it as the orbits. Because the skin of the eyelids is the thinnest in the body, it will look like swelling underneath the lids or discoloration. For the factors which can cause the puffy eyes, it includes overconsumption of salt, which causes fluid retention, allergies or infections that can cause inflammation and swelling, and sinus problems. To treat it, for example, you can use cold tea bags. Generally speaking, like the cucumber slices, the coolness reduce circulation, but the tea actually has a slightly astringent effect as well. And also, you can just have a conversation with your doctors.

When you get the puffy eyes, your eyes part will be swelling. You could find that your eyes like those of fish. It is not totally the same with eye bags. You could treat it by having a good rest for eyes, drinking some tea with heat clearing material and so on. You could also use some eye drops to release the symptom.
