Looks like there is some problem around your eyes. As far as I know, whiteheads is one of the most common skin disease, which usually happens to young people. AS to how to get rid of it, some doctor say that it would be wise to use some medicine to put on the spot, meanwhile, you should take some injections under the doctor's guidance.

Milia, more commonly know as a whitehead, is a ordinary problem. It is easily treated by using a sterile small gauge needle to unroof the lesion followed by extraction of the contents. It should heal with minimal-to-no scarring. The treatment of milia should be performed by a professional! To prevent milia from forming, I would advise a skin regimen which includes a good cleansing agent and Retinol or Retin-A products. If you are using hairspray, try to avoid this getting on the facial skin, as it can occlude the skin pores. I hope this helps.

Whiteheads are white dirt on your face, and they are deep underneath the skin. You can try using hot boiling water and dab it, not too hot cus skins burns. This may open it up a bit and clear it out. But if you can't solve the problem and make the whiteheads around your eyes disappear, just go to see your eye doctor and have some good treatment.
