Of course, lack of sleep can cause dry eyes. During sleep, your eyes will get refreshed and lubricated themselves. If you don't get enough time to sleep. your eyes mey feel very tired, which keep them stay dry longer because tears don't lubricate the eye adequately. Once you get dry eyes, you may experience some pain, redness, itching and light sensitivity, which make you feel quite uncomfortable.

Yes. Though there are many reasons for dry eyes, but lacking of sleep is one of the reason. Sleep is good way to give your eyes a break from continued use throughout the day. For eyes, sleep is a way to recharge your eyes and prepare your eyes to greet the next day. If don't get sleep or or not sleep well, your eyes will be very tired the next day and as the same as your body may feel, and further cause dry eyes.
