Is it illegal for my eye doctor to refuse to give me my prescription?

I went to an optician to have an eye exam and I need my prescription only rather than get glasses or contact lenses from them. I am wondering is it illegal for them to refuse to give my prescriptions?

    Different place have different law.You'd better know well the law related. I know that if you have not paid in full the examination fees, or the necessary examinations and follow-up checks have not been completed, then your doctor can refuse to give you your contact lens prescription.

    Your doctor can refuse to release your contact lens prescription if:

    - the necessary examinations and follow-up checks have not been completed
    -you have not paid in full the examination fees
    -the final prescription has not yet been determined.
    -your contact lens prescription has expired
    -you haven't submitted permission to release contact lens records to the doctor

    If the above conditions have been met, then federal law requires eye doctors to release the contact lens prescription to the patient even if it's not requested by the patient in accordance with the Stark law.
