I don't have any experience with Target optical, but I haven't ever heard a complaint about Costco. Just make sure that they are giving you polycarbonate lenses NOT plastic. The quality of the frame is important. Get something that is resistant to how a child will tolerate it. If you buy the cheapest one, expect it to be of that quality in terms of frames. You don't have to buy designer that you are paying for the name, but get a good, durable frame.
